What determines the state of Brahmacharya?
Question
The ability to retail semen/ Veerya (God) is determined by the purity of the vessel/body.
One just need to focus on this simple rule.
Yoga, veg food, prayer and meditation are all "moves" to make the vessel more pure.
God/Divine can't enter a body that is impure that is why semen is expel from a person who indulge in senses.

1. Semen once produced cannot be retained. It can either be expelled or transmuted. The Yogi, through many years or decades of Sadhana reverses the production of physical semen, to stabilize it as Soma (nectar) in the Ajna Chakra.
Once this has been accomplished, that state can be maintained through dissociating the Ego consciousness, through surrender to the higher power (Samadhi). Therefore, Brahmacharya which is residing in the self, as the self is attained through vacating the Ego and thereby merging into the will of the Almighty. It cannot be attained by any other means. It cannot be attained through Ego effort, though one puts effort as the Ego initially.
The body is only an inert medium which has no life of its own, bereft of the power from the Supreme being (manifest as Atman) that charges it to life. Residing in the Atman, as the Atman is Brahmacharya. The body follows suit, being purified through such residence and not the other way round. It is not the decider but the follower.
2. To explain objectively, it is said that Veerya (semen) which is the representation of the individual life force (God) doesn't reside in an impure body/mind. HE who occupies one and all is everywhere in reality. There is no residence or lack or residence in terms of the absolute. It is the mind, which, through Avidya (Ignorance) fueled by past Samskara-s makes man succumb to Maya (illusion), distancing consciousness from the Atman (self). Then, it is said "The divine doesn't reside there". That is all the meaning. Everything is in the Supreme and not the other way round.
